FINRA 21-19 is a change that needs to happen for the greater good of all. It’s a change that is long overdue and needs to be expedited into action. Where there are cracks for things to slip through, loopholes for entities and people to use and abuse, these things will happen.

Brokers/Market Makers should not be allowed to create synthetic shares. Brokers/Market Makers T+ settlement date should be immediate or as soon as possible, specifically no later than T+2. Brokers/Market Makers should be required to trade on Lit Markets for all trading. Communication between Brokers/Market Makers should be publicly viewable and regulated because of the ultimate impact on markets can create opportunity to manipulate price targets for speculative investments.
