These regulations will restrict the markets ability to determin the appropriate price for a fund. That is what the market is for - to determine the appropriate price based on the value of an investment and hopes and fears of investors. These proposed regulations will restrict the market's agility to do that. A down turn will be deeper and last longer with these regulations and will hurt investors, not help them.

I have invested effort and money into learning investing, a key component of which includes hedging strategies using inverse ETFs. These trading instruments should remain to ALL traders in the public domain. It seems unfair to have a special process and test out given this is not the case with 401Ks, or even the ability to vote from an understanding of the issues that we are supporting or voting against. Most public traders have more funds in their 401K accounts, yet there is no provision to have them study or take a test before investing in those instruments.

I should be able to choose the public investments that are right for me and my family!!! Public investments should be available to all of the public, not just the privileged!! I shouldn't have to go through any special processlike passing a test before I can invest in public securities,like leveraged and inverse funds. Leveraged and inverse funds areimportantto my investment strategies. Why would you take away my rights as an investor to partake in leveraged funds? The SEC is protecting hedge funds and screwing retail over with this possible action!

This attempt at limiting my ability to invest and trade is outrageous. This is regulatory over reach that assumes we are unable to make our own informed decisions about our investment portfolios. Please consider that my family and I should be able to choose unfettered, which investments are best for us. We should not be burdened with a special and arbitrary process. Leveraged and inverse funds are important to my investment process and objectives. We are quite capable understanding their risks and benefits.
