Comments: As an active private investor I understand the criticality of having access to inverse and leveraged ETFs. These products enable long term, full cycle investors to take advantage of short-term trends across multiple market segments, providing diversification and risk management of my portfolio. I would hope that FINRA allows for an expansion of these types of investing products in the future, as they allow the retail investor to be more self-directed. They are not complex financial instruments, they are quite simple in fact.

There currently is already a process at some brokerages that involves signing a special form to enable trading of L&I ETFs. There is no need to go beyond this. This issue needs to be treated consistently with margin trading: both are a form of leverage. The level of effort/disclosure for both should be similar.

Comments: I understand and use the leveraged and inverse funds of Direxion to protect and hedge my other investments .Limiting my access in any way is foolish. I find the disclosures of risks, transparency and education provided is excellent with the funds at Direxion. I find Fidelity brokerage also adds a very protective layer by requiring users sign off on their understanding of the risks of using in order to purchase these types of securities .

I am writing to request that leveraged and inverse finds remain open to average investors. These products do have their own risks and my broker places several warnings before I can make a trade in an inverse or leveraged product. These are meant for short term and day trading only and there are many warnings that they are not intended for long term and you can lose everything if you do. I think these products are great for people like me because it gives a great opportunity for a short term trade with less capital at risk compared to a cash position in the underlying.

Comments: I fail to understand why FINRA and other governmental agencies always need to insist that I cannot do whatever I want with my own money. Let me do what I want. If I make a mistake, let me take responsibility for it.

Comments: I would like to voice my opinion about leveraged & inverse products. I believe inverse products provide an inexpensive opportunity for individuals and advisors to hedge / short positions. Other options such as Puts are far more complex and expensive. As for leveraged ETF's, my simple thought is there is no need for these products whatsoever, with the key word being need. Can they work, sure, can they be incredibly dangerous, absolutely.

I agree fully with Direxion in this matter.

Comments: As an RIA and CFP Professional with over two decades experience I can tell you that retail investors are far more experienced, savvy and informed than when I started in the business. Teenagers invest through their phones, something I never dreamed of at their age. The disclosure and consumer warnings required by leveraged products providers more than addresses the risks involved in trading their products.
