This new rule seems to badly discriminate against small personal investors. Why are you chasing me out of my current positions in leveraged ETFs? It is a bad plan to make the market for leveraged funds an oligopoly because it comes with the exclusion of disciplined personal investors who are capable of accepting risk.

I shouldn't have to go through any special process- like passing a test- before you can invest in public securities,
like leveraged and inverse funds. I am fully capable of understanding leveraged and inverse funds and their risks. Ultimately I am the one responsible for the handling of my money, and these measures should not be imposed.

I strongly oppose any attempt to limit the right to invest in products identified as leveraged, inverse or other investments designed to seek enhanced returns.
These investment products should not just be limited to "privileged" parties but should remain in the public domain available to all investors.
ANY means tests to purchase or invest in these funds should not be required.

As an investor I am aware of risks involved with any trade. More regulation of the types of trade I am allowed to participate in is over-regulation and unnecessary. Don't deny me the opportunity to seek gains by choosing investments that you may deem as too risky or requiring more education.

You not regulators should be able to choose the public investments that are right for you and your family. Public investments should be available to all of the public, not just the privileged. It is very important that you express your views in your own wordsyour comments are more likely to be taken seriously by FINRA if they reflect your own experience and perspective. Not only do you have the right to share your views, but the regulators are required to take your comments into consideration in deciding whether to move forward. Thank you for taking action.

I OPPOSE RESTRICTIONS TO MY RIGHT TO BUY LEVERAGED AND INVERSE FUNDS.

I oppose restrictions to my right to invest. I should not be limited in the investment opportunities I can capitalize on to build wealth. This regulation isn't for protection or guidance; it's to deny people of lower net worths, lower classes, and less privilege access to build wealth. The United States prides itself as a country where people can build themselves up, but limiting the investment opportunities removes the stair steps to create an even larger gap between the top (or even middle of) the staircase and the bottom.

I want to buy leveraged and inverse funds on my freedom right

Look when will you regulators learn the more we the people can make the more we can spend and fund your tax dollars.Keep drying up common peoples ability to make money and those tax dollars slow till they eventually stop. Dont forget you are supposed to represent us not control us in every aspect.

I strongly disagree with restrictions being placed on leveraged, public investments. Leveraged ETFs are an important part of my equity portfolio. I have also used inverse leveraged funds in the past. I should not be restricted from using these funds and I should not have to take a test to prove to anyone that I understand the risks of investing in leveraged funds. I already get a "pop up" message from my online brokerage (Fidelity) when I buy leveraged funds. I would like to see less restrictions from FINRA instead of more.
